If his hero's speed is less than or equal to 2, 10% chance to apply Vulnerable to self. Speed is useful, but 33% chance for it isn't reliable enough. If this hero's speed is less than or equal to 2, 10% to apply Stun to self. At the beginning of the turn, 33% chance to apply Speed on a random ally. Besides the Lockedjaw Trinket, this is the only other source of Burn res piercing. Makes Burn-focused Plague Doctor possible. 15% to apply 2x Burn to self when missing an attack. If flammable item is equipped, +33% Burn res piercing. If flammable item is equipped, 33% to apply 1x Burn when hitting an enemy. Ideal for the Highwayman or the Grave Robber since both of those heroes can apply Dodge to themselves. If this hero's speed is less than or equal to 2, 10% chance to apply Weaken to self. At the end of this hero's turn convert Dodge into Dodge+. If this hero's speed is less than or equal to 2, 10% chance to apply Blind to self. This makes it one of the better trophies to have if you are building around Crits and Damage-over-time effects. The Librarian also drops The Complete Catalogue, which applies 3x Burn when your heroes Crit. 
If you're in Act 1 or 5, this trinket is particularly useful because the final bosses will have minions with them.
This Trinket is perfect on a high speed hero that is capable of one-shotting an enemy at the beginning of the turn like the Highwayman with Point-Blank Shot, or the Hellion with Howling End.
In addition, it gives a Strength buff if the Hero acts first in a round. The Smoldering Hymnal has a 20% chance to give a bonus turn if the equipped Hero gets a kill. Otherwise, one of the biggest reasons you'll want to head into the Sprawl to defeat the Librarian for a chance at the Smoldering Hymnal, or The Complete Catalogue. Head into the Sprawl if you need Trinkets that buff Burn damage, Trinkets that add/upgrade Dodge, or Trinkets that reward extremely high speeds (8 or more speed).
